This piece was bought for the V&A in 1907 from a Russian dealer, Michel de Bernoff. It may have been a 'modern' imitation of traditional folk needlework, perhaps from Tver province, as indicated in the V&A catalogue, and sold via one of the kustar ('small crafts') depots operating at the time in London.
